"This is a fantastic time to join Surrey and be part of our improvement journey. Nationally we have been recognised by two recent inspections to be making large strides in the right direction. Targeted Youth Support is a crucial part of the Surrey model delivering Targeted Early Help for young people, mainly teenagers, with multiple and complex needs who have been assessed to be just below the need for a social care statutory intervention. The team also perform the functions of a Youth Offending Team which has been recognised as good with outstanding features in the March 2022 HMIP report. We are excited about the future, building on this recent success. We welcome applications from leaders who are passionate about developing good practice, child centred in their decision making, bring enthusiasm and drive to their work and foster a culture of support, respectful challenge and learning".

Siobhan Walsh, Assistant Director for South West Children’s Service.

About Us

Due to the retirement of the current post holder an opportunity has arisen to join us as a Service Manager, leading the South West Targeted Youth Support (TYS) Team. The Southwest quadrant benefits from a strong, stable and supportive management team committed to achieving the best outcomes for the children and families we work with.

There are many factors which can contribute to a child needing support, older young people, (our target group are 12 to 18 years old) live in a complex world and are impacted by many and sometimes hard to deal with issues e.g. alcohol and substance misuse, parental mental health, the risk of homelessness, domestic abuse, as well as that important transition stage from child to teenager. TYS uses a strengths-based model of working with rather than doing to young people. The team keep the child at the centre and assist them in building their support networks whilst also helping them develop the skills and abilities to go on and live independently without the need for external level 3 service interventions.

About the Role

As the South West area Service Manager, you will work with the Central Youth Offending Team and other quadrant based TYS Managers to ensure county wide consistency of practice and delivery. You will lead the quadrant-based team ensuring integrated working is effective across the system and that the TYS plan is delivered in the South West area. You will be trained in, Motivational Interviewing and Group Supervision so you can champion the model and lead cultural and practice change.

As a skilled communicator you will have the ability to work with a broad range of people and ensure effective working relationships with other services within the authority as well as partner agencies. You will ensure the service is delivered within budget and lead a performance culture that develops personal responsibility for this and ensures timeliness and quality of service.

Our Quadrant, the South West area of Surrey, covers the boroughs of Guildford and Waverley, and we have 2 main bases one in Godalming the other in Guildford. The TYS team is based in Godalming at this time, but there is a longer-term ambition to bring all the teams managed by the South West area Assistant Director to one location.  The quadrant is near to the borders of Hampshire, West Sussex and Berkshire, where many of our workers commute from via car.

Who are we looking for?

As a proven leader and manager you will also bring substantial experience in assessing the needs of, and undertaking direct work with, children and young people, together with a track record at Team Manager level of improving children and young people's lives in Targeted Early Help and Youth Justice contexts.

You will need to be willing and able to travel around the county to meet the demands of the role, to work from different sites and work evenings and weekends if required in line with service needs.

The job advert closes at 23:59 on 03/07/2022.
