The starting salary for this role is £53,918 per annum for working 36 hours per week. This is a 12 month secondment / fixed term contract in the first instance.
The Inclusion and Additional Needs system in Surrey is undergoing a period of significant change. This is in the context of increasing demand, the increasing need to deliver value for money, and our ambition to ensure the most positive outcomes for children with additional needs.
Whilst education systems are becoming more diverse and there is a strong movement towards a schools led system, the Local Authority retains statutory responsibility for many aspects of education and safeguarding and remains the champion for all children, helping them to reach their potential.
We require an experienced Non Maintained and Independent Quality Assurance Manager to work across the Inclusion and Additional Needs service and Additional Needs Transformation Programme to ensure that NMI schools and providers’ places for Surrey’s children and young people are high quality, safe and meet the child's assessed needs.
This is a full-time role funded by the Transformation Service.
We are looking for someone with:
- The experience and ability to develop and lead the quality assurance work for Surrey children and young people placed in NMI schools and provision either in county or out of county.
- Educational expertise to be able to undertake quality assurance work as directed by the Assistant Director (AD) for Inclusion and Additional Needs (North West).
- The skills to plan and direct quality assurance work, utilising the NMI QA Specialist and with agreement from your line manage (AD), and commission an external consultant to undertake quality assurance work when appropriate.
- The ability to develop and implement a QA schedule prioritised in the context of need and risk and take forward learning from serious case reviews and settings causing concern or under investigation.
- Strong organisational and analytical skills with the ability to drive change and embed new ways of working to develop and establish a process for referrals across the partnership and traded QA services to providers.
- The ability to use your specialist expertise and evaluation skills to lead a full review and analysis of external reviews relating to children and young people with Inclusion and Additional Needs, and recommend options to work with the business to support transformation.
- High level negotiating and influencing skills with experience working with a broad range of senior stakeholders to coordinate and manage a robust quality assurance response and take forward learning across the partnership

Substantial senior management experience and knowledge of Inclusion and Additional Needs services and interest in social, educational and community services is essential.
The role is a temporary contract, for 12 months in the first instance. The starting salary is from £53,918 and is accompanied by a generous holiday and benefits package. Please note, it is policy for new employees to commence at the beginning of the relevant salary range with limited exceptions. The role is scoped as full time, but we would encourage individuals with flexible working requirements to apply.
The role will be formally based in Quadrant Court, Woking, and some travel to other venues in Surrey will be required for specific meetings or workshops. However, during the Covid19 restrictions, homeworking was in place and post Covid19 the proposal is to retain an agile workforce approach, including home working and flexible use of local offices in Surrey. We will make sure you have everything in place to do this effectively, including training in Microsoft Teams.
