The starting salary for this role is £41,127 per annum for working 36 hours per week. This is a 3-year fixed term contract / internal secondment opportunity.

This role is open to part-remote working meaning you aren't required in the office 5 days a week. However, a driving licence and use of a car will be essential in order to attend site visits in Surrey typically two or three times a week (sometimes more, sometimes less).

The Road Safety and Sustainable School Travel Team within the Environment, Transport and Infrastructure directorate at Surrey County Council is seeking to appoint a Road Safety and Speed Management Engineer.

The Environment, Transport & Infrastructure (ETI) directorate is responsible for a wide range of services including highways, environment, transport, planning, countryside and waste management. These services are critical for people living, working and travelling through Surrey, delivered by the county council or in partnership.

About the Road Safety and Sustainable School Travel Team

The aim of the Road Safety and Sustainable School Travel Team is to reduce death and injury on Surrey’s roads and to promote more walking and cycling to school. This is achieved through highway safety engineering and infrastructure improvements, working with the police on the enforcement of road traffic law (particularly using safety cameras), and through education, training, and promotional campaigns to improve pedestrian and cycling skills and encouraging alternatives to the car for the school journey.

About the role

Excess speed increases the risk of collisions and makes the consequences more severe. It can also deter more walking and cycling and increase noise and air pollution. Effective speed management is a key part of the “Safe Systems” best practice approach to road safety.

Therefore, Surrey County Council have recently allocated a budget of £1million per year for the next three years to tackle road casualties and speeding. The Road Safety and Speed Management Engineer will be responsible for investigating the worst speeding sites and developing and commissioning a programme of highway improvements to manage vehicle speeds successfully. Engagement and consultation with residents and elected members will be an essential part of this work. Where highway engineering improvements are not feasible, other colleagues will be responsible for investigating the feasibility of camera enforcement.  

The role holder may also be required to assist with the other tasks of the road safety engineering team such as:

  • Collision hotspot analysis and investigation
  • Road safety audits of highway improvement schemes
  • Maintenance of vehicle activated signs and school flashing wigwags

The role will require a close working relationship with police and other colleagues within the highways service with whom speed management plans are continually updated to identify and tackle the worst speeding problem sites.

About you!

This is an exciting opportunity for an individual with experience as a Traffic or Road Safety Engineer.

To be shortlisted for interview for this position, your application and supporting statement will clearly evidence:

  • Experience of working within the road safety or highway design field
  • An ability to understand highway design drawings and undertake analysis of road collision data
  • Able to communicate effectively with a range of internal and external teams/bodies and work to tight deadlines
  • A degree/qualification in civil engineering or similar related subject
  • A full UK driving licence and access to a vehicle
  • Ability to visit sites regularly within the whole of Surrey to attend meetings
