Our Story

Surrey County Council continues to prioritise investment in supporting Surrey's economy. As the largest economy outside of London and set against the backdrop of one of the most challenging and complex economic horizons in recent times, Surrey's Economy and Growth Team supports the Council in its ambitions to focus on the whole Surrey economy and to provide a resilient and ambitious economic environment through unprecedented economic challenges. This work started 3 years ago with the development of Surrey's 2030 Economic Strategy - a route map which establishes a positive strategic context for growth, sets out the opportunity to both retain and secure additional investment in the county and focuses on how we will create inclusive, vibrant centres within the county through a 'hyper-local' approach to innovative place making.

As we continue to deliver economic outcomes, we are sustained, supported and influenced by a wide group of stakeholders, especially our businesses. Our One Surrey Growth Board has overseen progress against 6 key economic challenges and is poised to continue to support SCC in driving greater economic outcomes in the coming years. Through targeted economic interventions linked to the delivery of high-quality place-based growth, Surrey will grow in its role as an economic leader and continue to underpin the economic recovery of the UK.

About the Role

As one of four Heads of Service in the Economy and Growth Team, you will bring a diverse range of skills and experiences across innovation, inward investment, business engagement and economic cluster development. You will have a career that covers both strategic economic planning as well as service management, underpinned by an exceptional understanding of how Local Government works.

The role involves delivering economic outcomes through a strategic and structured plan. You will be expected to use an evidence-led approach to organising cross-cutting resources, establishing interventions, designing programmes, establishing KPIs and ensuring that suitable performance management systems are in place.

Beside all of this you will be a leader. Inspiring and motivating people around you to make positive contributions. You will be required to ensure your team meets SCC's high expectations of performance and will experience of driving maximum outcomes from all resources available to you.

The post is based in Surrey County Council's office in Reigate, but flexible working arrangements including working from home and travel across the county will apply so you should be able to drive or demonstrate an ability to undertake stakeholder visits across Surrey, sometimes two or more at different locations within a work day.

About You

This role will support the delivery of a high-profile portfolio of work for Surrey, therefore we are looking for candidates who are able to present themselves positively with confidence and conviction and with the ability to inspire both respect and trust amongst colleagues, partners and peers. We are looking for a stand-out individual with a successful track record of strategic leadership and operational delivery. Using experience gained within a similar role, you will understand the challenges of working across complex organisational boundaries, whilst understanding that effective partnership working can deliver improved economic outcomes.

As part of your application we will be asking you to upload your CV and answer the following five questions:

  1. Describe your experience of translating economic growth strategy to delivery in a local government setting.
  2. Provide an example of where you have successfully managed a team to deliver at an exceptional level; explain how you managed that performance.
  3. Provide an example of an innovation or inward investment project or programme you have successfully led, outlining any challenges you faced and how you overcame them.
  4. Please detail your previous experience of working with senior executives and local government politicians.
  5. The work you deliver on behalf of SCC will be of a complex nature, please outline your experience working at a scale comparable to that of Surrey.
