The starting salary for this role ranges from £29,241 to £36,282 per annum (depending on experience), working 36 hours per week.

This is a permanent full-time role in our Highways and Transport Service, reporting to a Principal Design Engineer within our Highway Schemes Design team. The role sits within our Professional Development programme and spans three linked grades within our pay grade structure – the entire salary range is £29,291 to £40,146 per annum. The role is intended to develop successful candidates with training and experience provided to ensure progress. The post holders will be required to participate in a formal training development plan to achieve appropriate qualifications to gain a technical and professional qualification. The starting salary for the successful candidate would depend on their existing level of expertise. Salary progression is linked to progress through the formal training development plan.

A laptop and mobile phone will be provided for this role. Post holders will need to work and travel across the County and will need a full driving licence. There may be the need for occasional weekend and evening work.

Surrey County Council has embraced Agile working, which means that colleagues can work with their managers to agree an appropriate balance of where and when they work to suit the needs of the team, while giving individuals flexibility. Colleagues are required to be in our office in our Merrow depot two days a week.  

Surrey County Council’s Highways and Transport Service is responsible for managing, maintaining and improving Surrey’s road network. This includes 3,000 miles of carriageways, 1,800 bridges, 3,300 miles of footway, over 600 sets of traffic lights, drainage, grass verges, etc, etc, etc.  Our total annual budget is over £150,000,000 – a combination of revenue and capital funding.

The Highway Schemes Design Team works closely alongside our Highway Improvement Construction Team to design and deliver improvement projects ranging from minor speed limit changes all the way up to £multi-million corridor improvement schemes (Active Travel is a major theme in our programmes – we would be particularly interested in candidates with experience of designing schemes to LTN 1-20 standard). There are 42 colleagues in these two teams including designers, project managers and implementation engineers. We work in partnership with a number of internal teams that commission us to design and deliver their projects, and also with our term contractors Ringway and Milestone, who construct improvements on site.

Candidates will need to demonstrate their experience of design, construction supervision and project / contract management, and will have the opportunity to develop this experience if successful.  Candidates should have some experience of the relevant principles, practices and procedures in highway design, specification and standards, bills of quantities and item coverage, engineering construction, contract and project management. As part of the selection process candidates will be asked about the projects they have been involved with, and their contribution to ensure that projects are delivered to time, quality and contract requirements, and that best practice standards were met.

To be shortlisted for an interview, your application will clearly evidence:

  • Your design engineering capability, including evidence of your AutoCAD ability, along with relevant highway design packages.
  • The range and type of highway improvement schemes you have successfully designed and implemented, or that you have assisted in the design and implementation.
  • Your knowledge of engineering design related legislation, practices and procedures.
  • Your relevant industry qualifications plus any Membership of any professional bodies.  To be considered for this role you must be eligible to be accepted onto an HNC Civil Engineering course or will already have achieved HNC or above qualification in Civil Engineering.
  • Competency in the use of MS Office tools including Word and Excel.
  • Excellent communication and organisational skills.
  • Full, clean driving licence.
